In Case You Missed It…

Below are facts from Police Chief Cathy Lanier regarding violent crime in the city that were provided to the Council for the District of Columbia and members of the community.

ADDRESSING VIOLENT CRIME IN WASHINGTON, DC

THE NATIONAL TRENDS:

Most major cities are experiencing similar problems with violent crime.

• However, none of these cities are dealing with the legalization of marijuana, and
• None have had any significant new strategies or reorganizations.

*But what the cities do have in common are:

• 3 out of every 4 responding cities have seen increases in homicides this year;
• 60% have seen an increase in non-fatal shootings;
• Nearly half reported scenes with cases from multiple guns and/or high capacity magazines;
• Nearly half reported an increase in gang-related/retaliatory violence;
• 30% reported an increase in violent crime in which the offender is under the influence of synthetic drugs

FRAMING THE CHALLENGES IN WASHINGTON, DC:

Release of Repeat Violent Offenders:  At a time when there is growing consensus about the need to modernize the criminal justice system – from policing, through sentencing, to incarceration – we cannot forget that our communities need to be protected from violent offenders.

In DC, we are seeing an increase in the number of repeat violent offenders involved in our shootings and homicides.  So far this year:

• At least 22 of our homicide arrestees were under supervision pending trial or on probation or parole at the time of the crime.  This is a substantial increase from the 15 under supervision we had all of 2014.
• At least 20 of our homicide victims were under supervision pending trial or on probation or parole at the time of the crime.
• 10 individuals involved in homicides this year had prior homicide charges.
• Almost half, or 45%, of the homicide arrestees had prior gun-related arrests in DC (compared to 27% in 2014); meaning nearly half of the persons responsible for these homicides had previously been arrested for carrying or using illegal guns in the commission of a crime.
• And when it comes to illegal guns, like the national trend, we too are seeing more instances in which multiple guns or high capacity magazines were involved or recovered.

Synthetic Drugs:  Often referred to as synthetic marijuana, this drug is not at all like marijuana and the effects are very different.  It is an extremely dangerous drug and if not addressed federally, we will have a public health crisis on our hand as its use continues to expand. More and more cities are seeing increased violence associated with the drug.

In Washington, DC, we are already seeing the growing impact of the drug:

• In June of this year, the DCFEMS transported almost 450 patients to local hospitals suffering from overdoses on synthetic drugs.
• In July, Pretrial Services Agency, one of the federal supervision agencies for the District of Columbia, tested 136 individuals arrested for violent crimes and found that 20% were positivefor synthetic drugs.  Synthetic drugs have now replaced cocaine as the most frequently found in the test of arrestees other than marijuana.  Why is this occurring?  Because there are no requirements for its inclusion in universal drug screenings; therefore, people don’t worry about losing a job or being returned to jail if their conditions of release prohibit drug use. That is why the Major Cities Chiefs Association recommended that this type of drug screening be mandatory for everyone under supervision in our communities.

Centralization of Drug Units:  There are those who assert that the centralization of the drug units has led to an increase in violence; however, the evidence does not support that assertion.

• Homicides began to increase in March; the vice units were not centralized until June 16th.
• Simply put, the vice units had ceased to be as effective as they once were, largely due to the changes in criminal enterprises and drug markets that have made our tactics obsolete.
• The productivity of the vice units had dropped precipitously.  In the first four months of 2015, non-marijuana drug arrest had decreased 31 percent.  Search warrants and gun recoveries by these units were also declining.  Those were telling signs that we had to modernize our approach and change our tactics.
• The fact is, the violence does not appear to stem from the legalization of marijuana or disputes over drug markets.
• Additionally, when you look at the number of non-marijuana drug arrests, and also remove arrests for mere possession, from June to mid-August compared to the same time last summer, our drug arrests have increased 9 percent, which would suggest that our new strategy – and our focus on the seller, not the addict – has been effective in getting more dealers off the streets.

2015 HOMICIDES
As of August 25, there have been 103 homicides.  At this same time last year, there had been 72 homicides.

• In the Seventh District, homicides have increased by 95 percent.  The Fifth District has seen the next largest increase, with a 67 percent increase from last year.
• Taken together, the Fifth and Seventh Districts account for 84 percent of the overall increase from last year.

Trends in Motives?  In terms of the “reasons” for or other identifiable similarities that may account for the increase in homicides, a glance at the known motives reveals an array of troubling reasons.  A common theme being individuals are choosing to settle arguments or disputes through extremely violent means.  (* = DOMESTIC)

McDuffie to Hold Violent Crime Roundtable

Washington, DC - Today, Councilmember Kenyan R. McDuffie (D – Ward 5), Chairperson of the Committee on the Judiciary, announced that he will hold a public hearing on rising violent crime in the District of Columbia The hearing will be held on Wednesday, September 16, in the Council Chambers, Room 500, at the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., at 5:00 p.m.  

On Saturday, August 22, 2015, the 100th homicide of the year was committed in the District which represents a 36 percent increase, to date, over last year. “These homicides, and other violent crimes, have devastated families and communities across the city. The purpose of this hearing is to discuss the steps that the city is taking to prevent and respond to violent crime, and to address the underlying causes,” McDuffie said.

The hearing will also consider Bill 21-0261, “The Sale of Synthetic Drugs Amendment Act of 2015”.

Councilmember McDuffie has been discussing strategies to combat crime in the District with Mayor Muriel Bowser, Chief Cathy Lanier, residents, representatives from the Department of Justice, and national and local organizations. As a result of those discussions, and additional research by his office, Councilmember McDuffie will be introducing legislation to address the spike in violent crime when the Council reconvenes in September. More information on the legislation will be forthcoming.

Arrest Made in Assault with the Intent to Commit First Degree Sexual Assault while Armed and Burglary:

2400 Block of 2^nd Street, NE

 

(Washington, DC)- Detectives from the Metropolitan Police Department have announced an arrest has been made in connection with the Assault with Intent to Commit First Degree Sexual Assault while Armed and Burglary that occurred in the 2400 block of 2^nd Street, NE.

 

On Wednesday, June 5, 2013, at approximately4:00 am, two suspects entered a residence and produced a handgun and a knife.  One of the suspects sexually assaulted an adult female before taking property and fleeing.

 

On Saturday, June 29, 2013, 18-year-old Tayvon Barber of Northeast DC, was arrested and charged with Burglary One while Armed and Assault with the Intent to Commit First Degree Sexual Assault while Armed, following an investigation by the detectives of the Metropolitan Police Department.

Stolen Phone or Electronic Device? MPD may have recovered it for you!

If you have missed the recent news MPD has arrested many people and found hundreds of stolen items that were being illegally sold in corner shops and gas stations around the city.  They have created a system where they are cataloguing the items and if you have had something stolen you can email them identifying information and may be able to recover it from them.

Here is the message from MPD:

I wanted to follow-up on my posting regarding the recent operation that resulted in the recovery of several hundred stolen electronic items.  If you believe your property may be among those recovered, you may now submit your ownership information to stolen.property@dc.gov.  In order to help us search the available information and conclusively establish ownership, please submit a serial number or other uniquely identifiable information, and our members will follow-up with each inquiry.  Thank you.

Shooting and Arrest In Edgewood

Please see the email below from MPD regarding a shooting and subsequent arrest in Edgewood this past weekend.  I really appreciate their hard work and will send out information when this case appears in court for court watch.

On Saturday, January 14, 2012 at approximately 1:40am, a Pizza Delivery Person was delivering food in the 200 block of Adams St. NE when robbed at gunpoint by three individuals.  During the offense, the victim was shot in the facial/neck area.  He was transported to a local hospital and treated for his injuries.

MPD officers conducting a canvass of the suspects observed three individuals in a vehicle matching the lookout provided.  These individuals were subsequently arrested and charged with the offense.

Homicide in Edgewood

This morning, Monday, November 14, 2011, at about 2:20, a 21 year old man was shot and killed in the 500 block of Edgewood St., NE. Homicide detectives are working on this case.  If anyone has any information about this shooting, or if anyone saw or heard anything around this time, we would like to hear from you.

Metropolitan Police - PSA 501 Meeting Summary

For those of you not on the neighborhood listserv I wanted to share these notes from last week's PSA501 meeting from our neighbor to the south. 

Metropolitan Police - PSA 501 Meeting Summary

Several Officers from MPD met with concerned community members during the normally scheduled PSA meeting on Wednesday, October 19, 2011 at the Harry Thomas Recreation Center.

Topics discussed included:

·Homicide at Lincoln Rd. NE – the victim was a well known criminal from the Trinidad Area. MPD believes that the victim may had been responsible for some of the robberies that had been taking place in our area. The case is still under investigation and MPD continue to seek our any information from potential witnesses.
·Shooting at the 200 Q St NW. The shooting took place at the same location of a previous shooting earlier this year. It is possible that the shooting was drug related. If any neighbors have any further information or may have a security camera that may have recorded something, MPD would like to hear from you.
·Robberies have increased recently but are still lower than last year. Many robberies are taking place along N. Capitol St and Florida Avenue area. Usually people walking home from work or the metro. MPD urge residents to please not be distracted on their cell phones, texting, or reading email while walking home. Be aware of surroundings and avoid walking with head sets on that may prevent you from listening someone approaching. ·Burglaries – appears that the individuals doing some of the robberies in the evening are also carrying our the burglaries during the day. Remember to keep your windows locked, doors secured and valuables out of the front and back yard where they can be stolen. Also, please remember to lock your bicycles and remove the seat if possible.
·Arrests – MPD has conducted several arrests of burglaries in progress. 20 minutes prior to the PSA meeting, an arrest was made on Florida and N. Capitol St from a robbery in progress. MPD has also been conducting arrests for public urination, possession of open alcohol containers as well as trespassing.
·Focus – MPD is increasing bike patrols in the area. Currently, there are about 6 police officers on bike patrol, that number will be increased. Bike patrols will allow MPD to focus on the alleys and on groups hanging out in dark alleys during the day and night. MPD will also be adding additional resources to PSA 501 to focus on key areas (Truxton Circle). This weekend is also All Hands On Deck as well.
·Community Partnership – a member of the community suggested MPD doing more outreach to meet community residents. MPD suggested community restarting safety walks. Safety walks were successful this summer in bringing out neighbors and MPD and getting neighbors and officers acquainted. This is the fall season and great time for walks, so we hope neighbors will join us in staring neighborhood walks twice a week again.
·5th District Police Citizen’s Advisory Council Awards Dinner – on Thursday, October 27th, please join us to honor the men and women of the 5th District Police. The Awards Dinner will take place at the Navy Yard starting at 6:30pm. Tickets are $40.

This is not a guarantee of any sort, but we will compile a list of homes and try to check on them as often as we can. Met Branch Trail Safety Response From MPD

Dear MBT Community,


First, I apologize for the delay in responding, I've been on vacation for the last week,

Next let me apologize on behalf of MPD for the comment that an officer reportedly made advising a victim to avoid using the trail. That is neither the Department's position, nor mine, and I have been on record here encouraging people to use the trail - as I myself do - and I will continue to do so. I'm also addressing this issue with all of my officers.

I will continue to advise the members of this group of any occurrences on the trail. In analyzing the recent crimes, it is correct that in the past most issues were north of Rhode Island Ave. in the Edgewood area; however, these events in the last few weeks have been south of Rhode Island Ave.

I am attaching several maps that show robberies and assaults occurring within 200 feet of the trail, 300 feet, and in the area as a whole in the last 60 days to give some perspective on these events (these maps were pulled on June 3rd).

As far as the "address" of the trail, our dispatchers should be able to recognize the MBT and dispatch to it. Their systems have been updated and I understand they are in the process of training all operators. I believe they need a cross street for an exact location – this is the same process they use for our interstate highways that don't have a "proper" address.

We do have signs showing those streets that intersect with the trail; however, there are some portions where the trail does not physically intersect and we are working on ideas to get those areas marked properly.

The location, description, and M.O. of the assailants leads us to believe that these crimes were perpetrated by single suspect / group of suspects. We have identified some persons of interest and are currently investigating. We will also continue enhanced patrol of the trail and are working on implementing an additional action plan.

Finally let me say that I am very encouraged by the dedication to the trail that this community has shown, and I hope you continue to work proactively to improve it. Please continue to reach out to me and MPD with any ideas, suggestions, concerns, or requests.

Shots Fired in Edgewood Last Weekend

Early Saturday morning, March 19th, there were shots fired on Adams Street NE. Fortunately there were no injuries, but anytime a gun is fired in a neighborhood so close to many homes it is scary. This time it hit a new level as a bullet entered one of our neighbors home. Please take this as a reminder to call 911 anytime you see or hear something that you think is suspicious or could escalate into something more serious. The MPD was able to catch the shooter and recover his gun because they were nearby and I am thankful for all the officers that serve our neighborhood! Please remember to thank them and to look out for each other!

Here are some accounts from neighbors.

From a neighbor on Adams Street:

Two large groups of teenagers/young men hanging out on my street have some kind of beef, shots fired. One captured right away. One hides gun behind a trash can (recovered).

From neighbor where bullet went into her home:

There was a shooting at Adams & 3rd NE at I think about 1:30 am. The police got there within seconds and caught the suspect immediately. I am not sure about victims, but a stray bullet made its way into my apartment (I'm at the 4th St end of Adams) so the detective & officer who caught the suspect came up to take a look and take some pictures. The detective said that basically there is a group in Edgewood and a group in Eckington and they have a longstanding turf battle going on. The police have been watching this area and will be putting extra patrols on for the next couple of months in response to the shooting, but they expect things to heat up in the summer as I suppose they are wont to do. The detective said things usually occur in the later hours and to be particularly careful out at night as summer gets closer. Not that staying in helps when the bullets are coming into your home, but I take his point. He also said that these gang-involved kids just keep cycling in and out of the system and back onto the street, and I just got the sense that they are trying to do their jobs but there are a lot of factors out of their control and they feel unable to keep up.

The detective and all the officers we talked to over the course of the night were really great, and between that and the almost immediate response to the shooting, all things considered I feel very positive about the police in our precinct and what they are trying to do.

Last Night's Crime Update

The ADW in the 300 block of T Street, NE involved a domestic violence assault during which an adult female struck an adult female. The suspect is known and a warrant will be obtained to close the case. The victim did not suffer any serious injuries during the assault.

The shooting at 3rd & Bryant St, NE and the ADW in the 2500 block of 4th Street, NE are one and the same crime. The victim an adult male was assaulted and shot once to the ankle. The shooting occurred after a verbal argument between the victim and suspect. The suspect(s) are known by the victim.

Good New, Bad News

I am sure that many of you like me were not happy to see the Edgewood shooting on DC Alerts yesterday. However, I was happy to see the email this morning that an arrest was made the same day! The email from MPD is copied below:

On January 13, 2011, at approximately 2pm a 16 year old male subject was approached by another male subject in the 600 block of Edgewood Street NE. During their interaction the suspect produced a gun firing several times striking the victim twice. The victim sustained non-life threatening injuries and currently is in stable condition. Officers were able to respond directly to the scene and obtain critical information.
